Vaulting pole first, then ladder. Gotta do things in order, just like real life. Except with more bugs and fish.

Ladder. Full stop. No other way up until you unlock terraforming, and that's a whole other game.

Easiest way? You'll need a ladder! Once you've got Blathers' museum on your island and helped him out with his critter collecting, Tom Nook will give you the DIY recipe for a ladder. Craft it, and then just select it from your inventory to climb up those cliffs!
