Quick and dirty way: Steam button > Store tab > 'Points Shop'. You can't miss it unless you're really trying!
I dunno, I just use my PC to access the Points Shop. The Steam Deck interface feels a bit clunky for shop browsing. PC for shop, Deck for play, that's my motto.
