Honestly, just stick to Public Events for Treasury Notes. The rest feels like too much work for what you get.
Treasury Notes in Fallout 76 are your ticket to some sweet loot, specifically getting you those Gold Bullion goods. First up, complete those Public Events marked with an exclamation point (!) on your map; they're called Public Treasury Events for a reason! They reward you with Treasury Notes upon completion. Another way is through Daily Faction Quests from either the Settlers or the Raiders. Make nice with either group, or both if you're a diplomatic wanderer, to start raking in those notes.
