Honestly, just save up some LP and buy the multi-story renovations pack. It makes things sooo much easier.
Make sure you have enough Simoleons, then open the Home Store, go to the stairs section, and place them where you want! Voila, you've got an upstairs!
It's a bit of a grind, but once you hit Level 17 and stock up on Simoleons, you can start building upwards with stairs. Happy building!
