You can't get VIP for free. It's designed to support the developers through in-app purchases. Just enjoy the game as is, it's pretty cool!

Man, if only wishes were horses! Unfortunately, there's no legit way to get VIP for free in Sims FreePlay. You can grind for Lifestyle Points to buy premium items or catch a sale, though.
