Just buy a Digital Gift Card. It's the only way. Anything else is like trying to fit a square peg in a round hole.
Sadly, you can't directly send your Steam Wallet funds to a friend, but you can always buy them a Digital Gift Card like the other person mentioned. Just pick the amount and bam, you've made their day!
