Unlock the beach by completing the "Mysterious Island" quest, then take your Sim there and look for the surfboard icon. Happy surfing!

To go surfing in The Sims FreePlay, you need to unlock the beach, which becomes available once you complete the "Mysterious Island" quest. Then, just send your Sim to the beach to catch some waves!
