To import characters in XCOM 2, use the Character Pool feature. Export your characters from a saved game, then start a new game and import them from the Character Pool menu. Easy peasy!

Importing characters in XCOM 2 is as simple as exporting from the Character Pool in the main menu and importing them in a new game. Save your file correctly!

I've done this a bunch! You just use the Character Pool menu to export your characters, then when you start a new game, import that file. Works like a charm.
