Honestly, just set everything to low. Fallout 76 isn't exactly the Mona Lisa of video games, so you're not missing much visually. This way, you get smooth gameplay, which is more important for enjoying the wasteland.

As someone who's spent way too many hours in Fallout 76, the best FPS boost comes from playing in Fullscreen mode vs. Windowed or Borderless. Also, inside the game's .ini file, you can tweak a few settings like iPresentInterval=0 to unlock your frame rate (just don't go changing things willy-nilly without backing up your files first!).
