First off, make sure to check your internet connection. A wired connection often provides a more stable and faster internet speed than Wi-Fi. Also, try clearing your download cache in Steam. Just go to Steam > Settings > Downloads > Clear Download Cache. Restarting Steam after doing this can sometimes work wonders.
Honestly, just pause and start the download again. I don't know why, but it sometimes gives it a kick and speeds things up. No tech wizardry, just Steam being Steam.
