First, make sure your PS3 is hacked or jailbroken. Then, download the package files (PKG files) you want to install, transfer them to your PS3 via a USB drive, and use the Package Manager to install them.

If your PS3 isn't jailbroken, you can't install custom packages. Stick to official updates unless you want to void your warranty!

You need to have a custom firmware (CFW) installed on your PS3. After that, copy your PKG files to a USB stick, plug it into your PS3, and install from the xmb menu.

Personal experience: Make sure the USB is formatted to FAT32. Then, put the PKG files in a folder named 'PS3' on your USB. Go to 'Game' in the XMB, 'Install Package Files', and you should see your files there!
