First, put the PKG and RAP files on a USB drive in folders named 'packages' and 'exdata' respectively. Then, insert the USB into your PS3, go to the Package Manager in the Game menu, and select 'Install Package Files'. Finally, make sure you're signed into PSN for proper license activation.

PKG and RAP files should be placed on a USB drive in the 'packages' and 'exdata' folders respectively. Just pop that USB into your PS3, go to Package Manager > Install Package Files, and you're good to go!

You need to use a homebrew app called MultiMAN. Place the PKG files on a USB drive in a 'packages' folder, then use MultiMAN to install them. For RAP files, place them in the 'exdata' folder on the USB, and they should auto-activate when you run the game.
