You need to have contacted the region first. Once done, just click on the region and select 'Build Radio Relay'. Resources permitting, you're good to go!

Installing radio relays in XCOM 2 is a key strategy! Go to the Geoscape, click on a region, and choose 'Build Relay.' Make sure you have enough resources.
