Actually, you can use Linux on your Chromebook without it feeling like you're using Linux. ChromeOS has a built-in Linux (Beta) feature which lets you install Linux applications, including Steam, seamlessly alongside your Chrome and Android apps. It's not 'without Linux,' but it's so well integrated, you might forget you're using it!

No direct way without Linux, sorry. Chromebooks and Steam don't mix without some Linux magic.

Unfortunately, you can't directly install Steam on a Chromebook if you're avoiding Linux. ChromeOS doesn't natively support Windows or Mac applications, which includes Steam. Your best bet for gaming on a Chromebook would be cloud gaming services or games available from the Google Play Store if your Chromebook supports Android apps.
