From personal experience, you can adjust the launch options on Steam to force XCOM 2 to start in borderless windowed mode. Just right-click the game in your library, select 'Properties', and under 'General', add '-window -noborder' to the 'Launch Options'. Works like a charm!
Open XCOM 2, head over to the 'Options' menu, go to 'Display', and set 'Fullscreen' to 'Borderless'. You're all set!
