First up, you gotta make sure you actually have both a Bethesda.net account and a Steam account. If you're set there, just go to your Bethesda.net account settings. Look for the 'Linked Accounts' section and you should see an option to link your Steam account. Click that, log in to Steam when prompted, and boom, you're linked up!

Can't link directly in-game, if that's what you're after. Gotta do it through the Bethesda.net website. It's pretty easy though.
