Open the PlayStation Music app on your console and sign in with your Spotify account. You can also link Spotify through the PlayStation app on your phone by going to Settings > PlayStation Network/Account Management > Link with Other Services > Spotify.

Why not use your phone to link Spotify to PSN? Fire up the PlayStation app, go to Settings, find 'Link with Other Services,' and select Spotify. Easy peasy!
