Steam update might've moved things around, but last I checked, you just go to their profile. If it's public, the Wishlist tab is right there. Easy-peasy.
Just ask them. Seriously, half the time people share their wishlists around holidays or sales anyway. It's like fishing for gifts with a net.
Eh, just get them a gift card. Avoids the whole issue of figuring out what they want.
