To make a character psionic in XCOM 2, build the Psi Lab and assign soldiers there. They’ll train and unlock psi abilities over time. Just watch out for those mind-controlled enemies!

Personal experience here: Get that Psi Lab up ASAP. Then select soldiers to train, and poof, psionic powers!
