From personal experience, use Trapcode Particular. You can create pretty sick particle-based auras that look just like the ones in Dragon Ball. Play around with the emitter settings to get the best effect.

Yo, easiest way: use the Saber plugin from Video Copilot. Apply it to a mask layer and tweak the settings for that epic DBZ aura!
