You can't create a PokeGym yourself in Pokemon GO. Niantic designates them, but you can suggest new locations for PokéStops or Gyms through the Niantic Wayfarer program.

Unfortunately, players can't make their own PokeGyms in Pokemon GO. However, you can nominate potential locations via Niantic Wayfarer if you're a level 38 trainer or higher.

I've tried suggesting PokeStops to become Gyms through Niantic Wayfarer! It works sometimes if your location has high foot traffic.
