To make contact with new regions in XCOM 2, go to the geoscape, select the region you want to contact, and spend the required intel. Easy peasy!

You need to build Resistance Comms in your base to increase your contact limit, then use the geoscape to connect with new regions.

Just go to HQ on the geoscape and choose to scan regions. You'll make contact once the scan is complete.

Honestly, just focus on upgrading your Resistance Comms. Without it, you can't contact new regions no matter what you do.

Build Resistance Comms, gather intel, and then head to the geoscape. Select the region you want to contact and wait a few in-game days for it to complete. Boom, new region!
