I've been playing The Sims FreePlay for years! You can make designer clothing by visiting the Sunset Mall, then use the Fashion Design Hobby to unlock exclusive outfits.

You can't 'make' designer clothing, but you can purchase some awesome threads in the Simoleon Store or through special events.
