From personal experience, start by duplicating your character layer, then use the Filter > Blur > Gaussian Blur on the duplicate. Change the blend mode to Color Dodge and adjust the opacity. Finish with a gradient overlay for that iconic Dragon Ball Z aura.

Create a new layer, select a soft brush with a bright color, and paint around your character. Use the Smudge Tool to drag the colors around for that fiery energy effect.
