Unfortunately, you can't create your own gym in Pokémon GO. Gyms are pre-determined locations set by Niantic.

Not possible to make gyms, but keep an eye out for frequently visited places. They tend to become gyms!

I've been playing Pokémon GO since it launched, and I can confirm that Niantic decides gym locations. Your best bet is to suggest new PokéStops via the Wayfarer system and hope they get upgraded to gyms.
