You can't make custom hairs directly in Roblox. You'll need external 3D modeling software like Blender to create the hair, then import it into Roblox Studio.
I've made a few hairs myself. First, I modeled them in Blender, then exported them as .obj files. After that, I imported them into Roblox Studio and set them up with some scripting. Lots of trial and error, but totally worth it!
