First, you'll want to get a reference image of the hair you're aiming to create. Import this into Blender, then use the sculpting tools to shape the hair mesh. Once happy, you can texture it using UV mapping and export it as an .obj file.

I spent ages making hair for my avatar! Grab references, sculpt in Blender, UV map for textures, and then export. It's a slog but worth it!

Honestly, Roblox Studio has the Asset Manager. Importing pre-made models is way easier.
