You need to reach the Infant stage by completing the 'Nanny Knows Best' quest. After that, just place the baby on the floor to see them crawl around.

I finally had my baby crawl after completing the Baby Steps quest! Make sure you've done that and then let the magic happen by placing the baby on the ground.
