You can't directly import Dragon Ball Xenoverse 1 characters into Xenoverse 2, but you can transfer specific data like basic appearance and movesets. Start Xenoverse 1 and upload your save, then import it into Xenoverse 2. Voilà, semi-migration achieved!

I've done it! Save your Xenoverse 1 data, upload it in the game's menu, then boot up Xenoverse 2. It gives you the option to import data. Worked smoothly for me!
