To nail the perfect dodge in Tears of the Kingdom, you gotta wait for the enemy to almost hit you - like, really almost there - then hit the jump button. Timing is key! If you do it right, everything slows down and you get a chance to counterattack. Practicing with slower enemies at first can really help get the timing down before you try it on faster ones.
