To play Dragon Ball Xenoverse 2 Player on PC, just head over to the main menu and select the 'Local Battle' option. You need two controllers, though, because keyboard and mouse won't cut it for Player 2.
Plug in those gamepads and hit up 'Local Battle' on the menu. Been doing it for ages with my brother; it's a blast!
