You have to jailbreak your PS3 first. Then format your USB to FAT32, transfer the game files into a 'GAMES' folder on it, then load them using Multiman or another game manager.

First, you'll need a jailbroken PS3. Format your USB to FAT32, then copy your game files to a folder named 'GAMES' on the USB. Insert the USB into your PS3, use a game manager app like Multiman, and you're good to go!
