To play Steam games offline, first, make sure you set Steam to start in Offline Mode. Here's how: boot up Steam and click on 'Steam' in the upper left, then choose 'Go Offline.' Click 'Restart in Offline Mode,' and voila! You can now enjoy your games without an internet connection. But remember, you need to do this while still online. Also, not all games work offline, especially those that need a constant server connection.

Just turn on your PC, open Steam, and disconnect your internet. Steam should automatically go into offline mode if it can't find a network. Easy peasy.

Honestly, just keep Steam in offline mode. I've been doing it for ages whenever I travel. Some games won't work, but most do just fine. It's been a lifesaver during long flights.
