You can't just promote a recruit to a Reaper in XCOM 2. You'll need to find them during specific missions or Rescue Resistance Operatives in Covert Actions.

The only way to get a Reaper is through Resistance faction missions. Sorry, no shortcuts here!
Reapers are unique soldiers in XCOM 2: War of the Chosen. You can only get them by recruiting them from the Resistance factions, not by promoting a standard rookie!
Head to the Avenger's bar. Buy everyone a round. Maybe a Reaper will show up. No promises, though. #WorthATry
I once spent hours trying to figure this out. Turns out you can't promote recruits to Reapers, only recruit them directly from missions!
