First off, you gotta catch yourself a frog. You'll find these hoppy little guys around watery areas. Once you've got one, you'll need an empty jar. The crafting part is easy peasy - just go to a Tinker's Workbench, and under the 'Miscellaneous' section, you'll find the option to craft a 'Frog Habitat'. This will put your froggy friend into a jar, making your post-apocalyptic decor a bit more lively!

Lol, why put a frog in a jar when you can launch nukes? But for real, just catch a frog, get the jar, and hit up the Tinker's Workbench. Bethesda really thought of everything.

Catch a frog. Use a Tinker's Workbench. Select 'Frog Habitat' under 'Miscellaneous'. Boom, you're a frog landlord now. Easy.
