You can't directly recruit vipers in XCOM 2, but you can use mods to bring them to your team, like the 'Viper Nest' mod on the Steam Workshop!

Sorry, no vanilla way to recruit vipers. Mods are your best bet.

Recruiting vipers isn't part of the base game for XCOM 2. Look for mods like 'Viper Squadmates' on Nexus Mods if you wanna add them.
