Simple fix: go to the graphics settings and turn everything to low. XCOM 2 will still be awesome, just with fewer pretty lights.
I've played around with the settings myself. Drop the texture and shadow settings to low, and disable any fancy lighting effects. It makes the game run smoother without sacrificing too much visually.
Dive into the 'Options' menu, head to 'Graphics', and start lowering the settings like texture quality, shadow detail, and anti-aliasing. Your potato will thank you!
Change your resolution to something more manageable like 720p. Not the prettiest, but smoother gameplay for sure.
