To refund a gifted game on Steam, the person who received the gift must first initiate the refund by going to their Steam Support page, finding the game, and selecting 'It's not what I expected' > 'I'd like to request a refund'. Steam will process the refund to the original purchaser once approved.

Actually, you can't directly refund a gifted game on Steam. The receiver of the game has to initiate the refund request. Once they do that, if it's within the 14 days and under 2 hours playtime policy, Steam refunds the original buyer, not the person who received the gift.

Just have the friend who got the gift hit up Steam Support for a refund. Worked for me when I accidentally gifted the wrong game.
