You can't directly remove buildings in XCOM 2, but you can replace them with new ones. Just build over the construction you want to get rid of!

No way to delete buildings in XCOM 2, but you can always repurpose the space by constructing something else on top of it.

You can’t actually remove buildings, but you can build new ones over existing ones. So just start construction on a new facility where the old one is.
