From experience, I gotta say, the fastest way is to shake your phone when you encounter the problem. Instagram will prompt you to report the issue directly!
Honestly, hitting up the 'Help Center' in Instagram's settings will solve most problems. If not, there's always the 'Report a Problem' option.
