Honestly, the whole 'waiting to unlock the Thestral' deal in Hogwarts Legacy is overrated. There are cooler mounts to focus on, so why the fuss over a skinny dragon-horse?

Simple: you can't just hop on a Thestral from day one. Progress through the game, complete 'The High Keeper' quest, and then you're all set to soar on a Thestral.
