I've done this so many times! Just hit 'Settings,' then tap on 'Privacy' and scroll down to 'Blocked Accounts.' You'll find everyone you've blocked there.
Go to your Instagram settings, click on 'Privacy,' and then 'Blocked Accounts.' All the people you've blocked will be listed there!
Settings > Privacy > Blocked Accounts. Simple as that.
