To sell something on Steam, like a game or in-game items, you first need a Steam account, obviously. If you're a developer looking to sell a game, you'd use Steamworks, Steam's development and publishing toolset. Sign up there, get approved, then you can start selling your game. For in-game items, it's easier; just head to the Steam Community Market, but remember, you can only sell certain items from specific games that allow trading.
