You can find your character pools in Documents\\My Games\\XCOM2\\XComGame\\CharacterPool\\Importable. Copy the .bin file you want to share and send it to others. They can drop it into their Importable folder to access your characters.

I personally export my character pools to a .bin file located in Documents\\My Games\\XCOM2\\XComGame\\CharacterPool\\Importable and share it via Google Drive.
