To shrink items in Sims 4 on PS4, select the object in build mode and then press and hold L2 + R2 + Down on the D-pad. Voila, tiny furniture magic!

Just press L2 + R2 + Down on the D-pad while in build mode, and you can shrink items in Sims 4 on your PS4. Happy building!

Honestly, don't shrink items. It makes them hard to see and maneuver. Just my two cents.
