Just enable the tutorial in the game settings, start the game, and once the tutorial mission begins, just quit back to the main menu.
You can skip the first mission in XCOM 2 by enabling the tutorial and then quitting out after it starts. Voila, mission skipped!
In the options, turn on the tutorial mode. When you start the game, you'll be able to exit right out.
Make sure you have 'Enable Lost Tutorial' checked in the settings. Start the game, and exit once the mission starts. Boom, done!
