To start a quest for toddlers in Sims FreePlay, you need to first complete the 'Two and a Half Sims' quest, which becomes available at level 12. Once you complete that quest, you'll unlock the 'A Quest for Toddlers' quest!

Starting the toddler quest is as simple as leveling up to 12, completing 'Two and a Half Sims', and then selecting 'A Quest for Toddlers'. Easy peasy!

Just hit level 12 and complete 'Two and a Half Sims'. After that, the toddler quest will pop up automatically.

I had to grind to level 12 and finish the 'Two and a Half Sims' quest first. Only then did 'A Quest for Toddlers' show up!
