Shortcut method: Open Task Manager (Ctrl+Shift+Esc), go to the 'Startup' tab, find Steam, and click 'Disable'. Bam, done.

Super easy fix! Go to your Steam settings by clicking 'Steam' in the top left corner, then go to 'Settings'. Click on the 'Interface' tab, and there's an option that says 'Run Steam when my computer starts'. Just uncheck that box, and voila!
