You can stream on PS3 without a capture card by using a PlayStation 3 emulator on your PC. Install the emulator, then use OBS or another streaming software to capture the gameplay window. Alternatively, you could also stream by connecting your PS3 to a PC via HDMI and using an HDMI capture card, but that's kinda cheating the 'without capture card' rule ;).
