You pretty much need a capture card (Elgato HD or similar), and then run it through OBS or Streamlabs on your PC. Easy peasy!

I use an Elgato HD60 to stream my PS3 games. Hook up the PS3 to the capture card, and then to your PC. OBS takes care of the rest!
